As a member of the Water, Districts, and Litigation Practice Groups, Stephen focuses on water-related legal and policy issues, including statutory and regulatory compliance, permitting, water rights, water resource management and development, contested cases, litigation and administrative proceedings, governmental relations, and open government. He also provides counsel in the governance, organization, and operation of local government entities.

Prior to joining the Firm, Stephen clerked at law firms in Austin and for the Texas State Board of Pharmacy. While in law school, he participated in the Mock Trial events at University of Houston Law Center.

Stephen is a lifelong Austinite and a passionate University of Texas football fan. He loves spending time outdoors and on the water with family and friends, pursuing activities like rock climbing, kickball, soccer, and sharpening his pickleball skills. An adventurous foodie, he enjoys exploring new restaurants. Stephen also cherishes time at his family’s home in Galveston, Texas, especially during Mardi Gras and the warm summer months, where the beach becomes his retreat.
