Roslyn’s practice focuses on administrative law in the area of public utility regulation. Roslyn represents municipalities and utilities before the Public Utility Commission of Texas, the State Office of Administrative Hearings, and the Railroad Commission of Texas.  Roslyn advises clients on issues related to ratemaking, franchise agreements, transmission line certification, and administrative appeals.  Roslyn additionally advocates for municipalities on electric and gas issues before the Texas Legislature.

  • Represents impacted landowners in transmission certification proceedings before the Public Utility Commission of Texas.
  • Represents municipalities in gas rate proceedings before the Railroad Commission of Texas.
  • Represents water and sewer utilities in rate proceedings and CCN amendment proceedings at the Public Utility Commission of Texas.
  • Represents municipalities in negotiating franchise agreements relating to the provision of electric, gas, and water service within the municipality.
  • Formerly represented the Enforcement Division of the Texas Commission on Environmental Quality in administrative litigation proceedings.
